Requirements

Education Level

Master’s degree. South Dakota teacher certificate.

Experience Required

A minimum of 5 years’ experience teaching, in early childhood and/or Head Start preferred.  Successful leadership, supervision and fiscal management preferred.

Physical Requirements

Constant hearing, hand-eye and mind-eye coordination; frequent repetitive motions with wrists, hands, fingers. Intermittent driving, keyboarding, sitting, standing, walking and  lifting.  Scheduling, speaking and writing are required. The ability to drive a car is required.

Other Requirements

Thorough knowledge of principles of early childhood education and development; Thorough knowledge of Head Start Federal and State regulations; Excellent oral and written communication skills.  Skills in human relations, leadership and conflict management. Experience in budget development and grant writing preferred.  Ability to work a flexible schedule including some evenings. Ability to pass a health examination and criminal background check.

Essential Function & Duties

The Head Start Director is responsible for ensuring the day-to-day management, oversight, staff supervision, coordination, and direction of the SFSD Head Start Program. This position develops the structure, systems, and procedures to facilitate this. In addition to operating responsibility for fiscal, legal, and programmatic aspects of the program, it bears the responsibility of assuring that the program is strategically positioned for the future.

  1. Assures the compliance with all funding source mandates, all applicable laws and regulations, and assures that standards which exceed the minimum are being met.

  2. Prepare Funding applications, including monitoring and reporting to funding sources, as required.

    • Fiscal management for the programs of Head Start

    • Personnel management for the programs of Head Start

  3. Develop, implement, and coordinate the delivery of Head Start services in a manner consistent with the requirements of the Head Start Performance Standards, laws, regulations, funding documents, and standards.

  4. Serve as the Head Start director as defined by federal grant expectations.

  5. Conduct long- and short-range planning, including assessment of community needs and resources.

  6. Develop and implement systems of evaluation and organizational self-assessment, including preparing and disseminating an annual evaluation report with a focus on continuous quality improvement.

  7. Lead a self-assessment process with summary report for approval by Executive Director, Policy Council and Board of Directors.

  8. Oversees agency recruitment and enrollment activities.

  9. Develop and implement leadership and management expectations and responsibilities for all levels of Head Start management employees.

  10. Direct professional development process, that includes providing annual staff or management training events.

  11. Maintain community partnerships and ensure plans to use all available community resources in Head Start are included in program goals each year.

  12. Create new and support existing community collaborations and partnerships.

  13. Maintain open communication and coordinate all Head Start Early Childhood services.

  14. Coordinate all duties and responsibilities with other management employees and program managers.

  15. Collaborate and provide leadership and administrative support for multi-program initiatives, as assigned.

  16. Serve as the management liaison with the Head Start Policy Council, organizing and supporting the Council, attending all Council meetings, and training Council members.

  17. Regularly convening Head Start and Early Head Start managerial staff for planning, management, reporting, and problem solving.

  18. Provide required documents and program reports to the Board, Policy Council, Regional Office, and other agencies.

  19. Oversee all data and reporting systems to support programs.

  20. Report to the region office on overall programming including outcomes data, and growth towards School Readiness Goals, Family Engagement and other Head Start Initiatives.

  21. Oversee the planning and implementation of successful federal Head Start reviews.

  22. Attend and participate in Directors meetings and committees of the Board, as appropriate.

  23. Implement internal and external reporting systems and procedures for monitoring and controlling fiscal and program activities in Head Start

  24. Develop, implement, and maintain an ongoing evaluation system to ensure quality control of Head Start along with continuous quality improvement of services and management.

  25. Effectively supervise assigned staff.

  26. Provide a safe and productive learning environment for students and staff.

  27. Oversee school operations at the Learning Lab.

  28. Make recommendations to the Executive Director and HR Director as to the hiring, termination, advancement, or any other changes of status of Head Start employees as needed.

  29. Attend Head Start Association meetings, Board meetings, conferences, and workshops as requested.

  30. Other duties as assigned.

Working Conditions

Climatic Environment | Both Inside & Outside

Some District classrooms and work areas are not climate controlled and are subject to extremes of temperature and humidity. The itinerant status of this position requires exposure to the outside environment as travel between schools is required.

Hazards

Stairs, drafts, chalkdust and exposure to communicable diseases. Travel between schools will cause exposure to hazardous driving and walking conditions.
