Distribution/Posting of Informational/Political Materials
Distribution: All mediums/methods (written or verbal) used to communicate informational materials to students before, during, or after school, at school events or on school property.
District Partner Program/Service: An educational program or service offered in partnership with a non-profit organization. The educational program or service must be substantially designed, delivered, or supervised by District personnel acting in an official capacity as assigned by the Superintendent. The educational program or service must be recommended by the Superintendent and approved by the School Board annually.
Informational Materials: Information for students or parents regarding educational, recreational, health or safety matters, activities or events.
It is the policy of the District to create and maintain a limited non-public forum for the distribution of informational materials from outside organizations to students. Informational materials may be distributed to students only in compliance with this policy.
The following informational materials may be distributed to students on school property in accordance with distribution practices at any particular school:
- Informational materials from the District.
- Approved informational materials for students or parents generated by District recognized parent associations (e.g. PTA, PTO, PASI) or by school-sponsored booster groups as defined in KJA.
Any such organization that desires to distribute or post informational materials must submit the material to the building principal or designee prior to the desired distribution
- Approved materials from a District Partner Program/Service.
- Informational materials from any agency of the city, county, state or federal government that does not contain commercial advertising.
Any such agency or partner program/service that desires to distribute or post informational material must submit the material to the Superintendent or designee at least two weeks prior to the desired distribution date to allow adequate time for review of those materials for compliance with this policy.
Permission to distribute or post any materials may be denied if it is determined that distribution is contrary to or circumvents the intent of this policy or if, in the opinion of the Superintendent, distribution of such material may expand the limited non-public forum.
No other informational materials shall be distributed to students.
No distribution of informational materials to students shall be permitted before, during or after school, at school events, or on school property, except during times when an organization is using District facilities pursuant to Policy/Regulation KF/KF-R – Staff/Community Use of School Facilities or Policy/Regulation JJAB/JJAB-R – Limited Open Forum in Middle and High Schools.
Political Materials and Signs
Political signs cannot be posted on school grounds unless a school building is being used as a polling place, and then can be posted only for a period starting at 5:00 p.m. on the day before Election Day and ending at 9:00 p.m. on Election Day in a manner that complies with State law.
Except as allowed by Policy GBI, political and ballot question campaign material shall not be distributed or made available before, during, or after school, at school events or on school property.
With the exception of items being used for instructional purposes, school-related student campaigns, by a student group pursuant to Limited Open Forum in Middle and High Schools Policy/Regulation JJAB/JJAB-R, or as allowed by Policy GBI, political and ballot issue campaign material shall not be distributed to students.
